A hoax. It has to be a hoax of some kind. Even if someone were to write something this stupid, nobody would really pay them to clearly and willfully demonstrate their ignorance in public, would they?
Actually, now that I think about it, I'd pay for C-SPAN 3 if that's what it did.

I can't see the original story anymore, but I assume it was the "10 questions" referenced in a couple other places.
Some of the questions seemed legitimate (uninformed but genuine); others were a bit silly. The one about the CBLDF indicated a shocking unwillingness to spend 15 minutes querying Google.
